What does Handicap on a Golf Scorecard mean?

QUESTION: I understand that individuals can have handicaps, but what does it mean when a golf scorecard has a handicap listing? For Instance, Hole 1 is a 4 Par hole with a Men's HCP of (11). What does this mean? ANSWER:

I think that means anyone with a handicap of 11 or lower should get it in par. But I'm not sure.
