It's way too far off to say.
The two best teams in the world right now are New Zealand and South Africa; after that there's England, Fiji and Samoa. Australia, Argentina and Wales are 5–8 in the rankings. I'd be surprised if the four semi-finalists didn't come from those eight nations, but there's nothing to stop Ireland, Scotland or whoever from developing an excellent sevens squad in the next four years.
Women's sevens is anyone's guess, it really isn't played that much internationally.
Golf? My understanding is that it will be a 72 hole tournament rather than matchplay, and that there will be 60 competitors with a maximum of three per country. There'll be no team competition. So basically it's like asking who will win the Masters or the Kraft Nabisco in 2016...
