Now days they are mostly decoration. It's a hold-over from the older days when shoes and boots were dual purposed. The little fringe like piece in front of the laces used to be used to keep tall grasses and bits of twigs out of the shoes people wore back in the good old days. These days, it's put there to look pretty.
