Is it best if you can’t hit a driver golf shot properly, would it be okay if you just used woods off the tees.

Absolutely. Even though the driver is very necessary at many levels, there are no rules that say you must use it. if you are having trouble, try using a three wood, preferably one with a slightly stronger loft.
