Q&A: How do I get a golf handicap and enter tournaments?

QUESTION: I live in Missouri City TX. a suberb of houston and have been playing alot more golf lately. I would like to get a handicap so that I can play in tounaments. How do I go about doing this? Do I have to play with someone as a witness and sign the card? ANSWER:
